The same government service takes days for some citizens and months for others, depending on who they know, what they can pay, and where they live.
Equality before the law means little if the queue itself is unequal. This is the most common daily experience of unfairness in India.
A published service-level commitment for every citizen-facing service: a stated maximum time, a named accountable office, and an automatic escalation when the time is exceeded.
Publish current timelines first. Measure them honestly for six months. Then commit to targets that the measurement shows are achievable, and escalate breaches publicly.
Risk
Targets can be met on paper by rejecting difficult applications, or by reclassifying delays.
Mitigation
Report rejection rates alongside completion times. Track re-application rates. Citizen verification, not office self-report.
