Why so many costs say “to be determined”

Because we do not have reliable figures for them, and publishing a number we cannot defend would be exactly the behaviour this party exists to argue against. 32 of 52 items are marked cost to be determined through detailed feasibility study. When we can cost something honestly, we do.

We name who is actually responsible

Many things a party is asked to promise are not in its gift, and several here are not in any single government’s gift either. Where the responsible level is a State or a local body, the item says so and describes what we would actually do, usually measure, publish and advocate, rather than promising an outcome we could not deliver.
