States publish similar information in incomparable formats, which prevents both learning and accountability.
Why it matters
A State cannot learn from another State's success if the two cannot be compared.
Proposed solution
Advocate common publication standards for key public service data, respecting that delivery remains a State subject.
How it would be implemented
Publish our own data in a documented open format and demonstrate the comparison it makes possible.

Risk
Comparison can become a league table that ignores very different starting points.

Always publish trend and context alongside level. Never publish a bare ranking.
