The problem
Public works are frequently announced and sanctioned, and then stall at a stage that is not visible in any published record.
Why it matters
A half-built road or drain can be worse than none, and the money is already spent.
Proposed solution
A citizen-verified works tracker: sanctioned amount, stated completion date, and dated photographic evidence of actual current state.
How it would be implemented
Volunteers photograph works on a schedule; the record shows sanction data next to the photographs.

Risk
Photographs can misrepresent progress at a single point in time.
Mitigation
Photograph on a fixed schedule from a fixed position. Publish the full series, not a selected image.
